The requirements for the 300 visa are:
The Dutchapplicant and their Australian partner must be aged 18 or over.
Couple must be engaged and intend to marry within 9 months of the Dutchapplicant’s arrival in Australia

The Australian partner must be an Australian citizen or permanent resident
The Dutch applicant must meet health and character requirements

Subclass 309 – Partner (Provisional) Visa
This is a provisional visa that allows the Dutch partner of an Australian citizen or permanent resident to live in Australia while they wait for a decision on their permanent partner visa. The partner must be outside of Australia (either in Netherlands or elsewhere) when they apply for this visa, but can enter Australia as soon as the visa is granted. Once in Australia, the Dutch applicant will have to apply for a permanent visa (subclass 100 or subclass 801) once they are eligible.
